Ga. Power dam blamed for flooding

The AJC has posted an interesting story on Vinings residents who wonder whether Georgia Power’s partly to blame the rapid rise of the Chattahoochee River downstream from Morgan Falls Dam.
I didn’t see Vinings after the flood. But, man, the Chattahoochee National Recreation Area parking lot at U.S. 41 was a total mess. It was closed for more than a month after the flooding.
The power company says it couldn’t have done anything to prevent the flooding because the tiny reservoir behind the dam isn’t big enough to store much water. But it’s obvious from the article that the company doesn’t want to take a couple steps — even if they would have had a minor — because it would cost the company. Those two steps would have been the immediate action of opening the floodgates earlier and the longer term action of dredging the reservoir — both of which would increase the reservoir’s storage capacity.
Still, it seems to me that Vinings residents are focused on a relatively minor contributor to the flood: Uncontrolled development in the watershed from Buford Dam on down is bound to make flood waters rise faster and higher.
